About Glen Gibellina

Glen is a community advocate who feels that people, not special interests, should be the focus of local governance. He has spent years holding elected officials accountable, attending commission meetings, and posing challenging questions.

Glen has done community work for a long time. He introduced Remote Area Medical to Manatee County, offering over a million dollars of free medical, dental, and vision care to those in need. In his present position as Vice Chair of the Manatee County Affordable Housing Advisory Board, he promotes workable alternatives such 60 to 80 percent AMI (average median income) and a LURA (land use restricted agreement) that meets or is beyond 30 years. He has been on the board of the Suncoast Partnership, which focuses on eliminating elderly and veteran homelessness in Manatee County. Glen has also served three times as a Guardian for Southwest Florida Honor Flight, escorting veterans to Washington D.C. to see the memorials built in their honor. The Manatee Tiger Bay Club, a nonpartisan civic organization, honored Glen with the Community Leadership Award in 2025 in recognition of his enduring influence on Manatee County.

In advance of his election, Glen successfully completed the Florida Association of Counties' Certified County Commissioner program and fulfilled Florida law's 2026 Ethic requirements. Glen is running for County Commissioner District 4 because he recognizes that Manatee County is at a critical turning point. He is a "People First" candidate! He will fight for a reformed and responsive County Commission, home rule, stopping urban sprawl, and responsible water management. He will return the Manatee County Government back to the people when he is elected to the team.

Seniors & Affordable Housing

Protecting the people who built our community.

I recently warned the Commission about a "tsunami of seniors" facing housing instability in Manatee County. This isn't just politics—it's about our neighbors in places like University Park and Palm Aire who are being priced out of the county they helped build.

We don't need more luxury "car washes" and high-end sprawl. We need:

  • Smart Infill: Prioritizing affordable options for seniors and local workers.
  • Impact Fees: Making sure developers—not current residents—pay for the growth they profit from.
  • Advocacy: A Commissioner who actually shows up to the Affordable Housing Advisory Board (where I already serve) and gets results.

District 4 deserves a leader who sees people, not just plot maps.

Infrastructure vs. Over-Development

Stop the "One-Vote" losses.

Lately, we've been losing the battle for our neighborhoods by just one vote—repeatedly, 4 to 3, 4 to 3.

When it comes to protecting our wetlands and stopping over-development past the boundary lines, we are one vote away from saving the character of Manatee County.

I am running to be that deciding vote.

  • No more "puppets for special interests."
  • No more approving developments until the roads and sewers can handle them.
  • Just common-sense leadership that puts District 4 residents ahead of developer profits.

Let's flip the script. Let's be the vote that counts.

Storm Recovery and Environmental Safety

Stop the urban sprawl and build infrastructure.

In terms of maintaining the aesthetic appeal of our district and safeguarding our overlays, we are one vote away from saving the character of Manatee County and the overlay district in Whitfield Estates.

  • Hurricane Resilience: Following the major storms of 2024 and 2025, a primary concern is rebuilding the coastal and older urban areas to be more resilient. This includes improving stormwater and drainage systems to mitigate chronic flooding.
  • Infrastructure improvement: Protect District 4's distinctiveness while improving water quality and building a robust storm drainage and sewer system.

Let’s let the people decide what fits into their neighborhoods.

Water Shortage – Manatee County is running out of water!

Ground water levels, lakes, and rivers are below seasonal norms.

As of early 2026, the district is under Modified Phase II Water Shortage Restrictions, limiting outdoor watering to once per week due to a regional rainfall deficit.

"Manatee County now faces a perfect storm of drought, weakened recharge area protections (wetlands), population growth, and overbuilding while paving over wetlands.-Bradenton Times.

Five Manatee County Commissioners—Mike Rahn, Amanda Ballard, KVO, James Satcher, and Jason Bearden—voted in October 2023 to drastically limit or do away with wetland buffer protections. In 2024, two commissioners, KVO and Satcher who voted against these provisions were defeated in their office. Ray Turner's race was likewise lost. The voice of the people at the ballot sent a loud message.

Mike Rahn and Amanda Ballard are two of the three commissioners who will be up for election in 2026. Jason Bearden has decided not to seek reelection. The people’s work is not yet done.

Increasing reclaimed water for irrigation, lowering groundwater consumption, protecting wetlands and headwater streams, and stopping future development that doesn't comply with actual water restrictions are all necessary for a sustainable future. Our future rests on preserving and prudently managing the water we now have, not on finding more.

Stop the Greedy Developers, Stop the Deceptive Politics in Manatee County, Vote for Glen Gibellina!

The 2026 race will be a referendum on the Commission's Power Structure:

A vote for Rahn is a vote for the status quo—prioritizing builders desires and special interests over the people.

A vote for Gibellina is a vote to "reset" the board, giving the Manatee Government back to the people of Manatee County.

  • Shifting the Voting Bloc: Gibellina is running specifically to break the current 4-3 voting pattern on the commission. He aligns himself with commissioners Bob McCann and Carol Ann Felts, who often vote against major developer-backed projects.
  • Senior & Workforce Housing: A central pillar of his campaign is the "tsunami of seniors" he predicts will face homelessness if the county doesn't aggressively pivot toward truly affordable housing incentives.
  • Infrastructure First: He campaigns on the idea that no new developments should be approved until the county's current roads, sewers, and stormwater systems are fully modernized and functional.
  • Home Rule: Glen wants to stop the "steal" of Seaport Manatee initiated by Mike Rahn, stop the UTC "taxing" district, stop the pollution caused by Mosaic and lack of sewer in Tallevast, and prevent flooding throughout Manatee County by building proper infrastructure and not contributing to the concrete jungle.
  • Criticism of Spending: He often challenges the commission's spending priorities, specifically opposing the current "big bin" garbage collection transition and the fees associated with it.

Glen is running for County Commissioner District 4 to fight for a reformed County Commission, home rule, stopping urban sprawl, affordable housing, and responsible water management. He will return the Manatee County Government back to the people when he is elected to the team.

Gibellina is a well-known local advocate and affordable housing promoter who has positioned himself as the candidate of the "Take Back Manatee" movement.

Where is District 4?

District 4 is a single-member district on the Manatee County Commission, representing a specific geographic area within the county. The District 4 commissioner is elected by voters within the district and serves the neighborhoods and communities of this area.

What do county commissioners do?

The Board legislates policy to protect the health, welfare, safety, and quality of life of Manatee County residents. The Board of County Commissioners is comprised of seven members. Five members are elected from single-member districts, and two are elected county-wide. Each district commissioner must reside in the district for which he or she seeks election. County Commissioners have a number of responsibilities, including:

  • Perform legislative functions of government by developing policy for the management of Manatee County.
  • Disseminate information to the public through ordinances and resolutions.
  • Approve the County's operating and capital budgets.
  • Approve the County's Capital Improvement Program, which is a schedule of all County infrastructure projects.
  • Act on any programs to improve the County and the welfare of its residents.
  • Appoint the County Administrator, County Attorney, and numerous advisory and regulatory board members.
  • Serve as the Port Authority.
  • Serve on local, regional, and state boards.
